He doesn’t look much like a dachshund? Hope he can make some sort of recovery with therapy and TLC.
One of our rescues had PTSD - he’d been in a pound in Wales and had been quite badly beaten at some point in his life - when we had him neutered, the vet said that his testicles were retained but so far apart that he had two incisions - the vet’s view was that he had been repeatedly kicked in the abdomen as a juvenile. He had separation anxiety and quite a few phobias.

I love the rough coated dachshunds, scruffy dogs always have a certain something (for me anyway)!

Poor thing, I hope they can help him. He doesn’t look much like a dachshund? Looks very much like a rough coat dachshund! Oh, I’ve only seen smooth-coated ‘sausage’ types before... ☺️
