That's sad. Winterton beach is one I often go to when i'm up in Norfolk on holiday. In August the seals are very curious of dogs and will follow you along the beach wondering what the hell you have on the end of that lead. During this time of year it is the place where seals give birth and is awash with them. It is said that there are 40000 visitors to this area during this time. If you are ever up that way go and visit 'The Nelsons Head' and have a meal and work your way down the vast list of beers and ciders there. The place is dog friendly and you can have them with you if you eat in the bar area. In summer there are seats and tables in the field opposite. I digress. The seals and pups need to be kept well out of range of peoples dogs and kids for that matter, as the death of these seal pups can easily happen.

Maybe they should close off the birthing areas during the time the pups are there? Have 'hides' like you do with birds so that people can see them, but not interfere.
And definitely no dogs!
