That article surprises me, I would have thought it is a crime already? Anyway, who would even think to abandon their loyal friend? They are far more vulnerable than people during disasters and should be looked after!

I agree, wholeheartedly.
But.
SOME dogs are abandoned because the owners have to get kids/family members away as well, and just can't physically go back for them.

I never thought of that - so will people who have to abandon their pets because they need to rescue family members also be prosecuted? I presume it will depend on the individual case. IN that respect, we are "fairly" lucky in the UK, as the most extreme weather conditions do (not yet) occur here, even though it is also getting worse here...
