According to Muslims in my area dogs are ritually unclean, but only on holy days or before prayer. So, if a Muslim touches a dog before prayer he then has to wash before he can pray.
But, as happens with all extremists, this has been taken too far by some.

I have Muslim neighbours - the wife will not go near dogs, but her daughter and her husband are happy to pet... Odd. But this banning is totally gone too far!!

Yes, at home. But if they touch a dog on the way to the Mosque or before they use a prayer mat, they have to wash again.

Islam is not the only religion in the region that views dogs as impure. I would say it is a regional belief rather than purely religious. I recall reading a number of years ago that dogs had been punished by God and this explained why the males were stuck to the females on mating to demonstrate their shame. Then again, both the Bible and Quran specifically say dogs should be cared for and treated with respect as they are the helpers of man. Just like any religion, it's a mishmash of contradictory notions because so much of it began as an oral tradition. (Muhammed was illiterate).
There is the association of dogs and garbage as dogs were a means of cleaning cities before proper sanitation was in place. There are theories that this is art of the reason why human excrement seems irresistible to some dogs. So there is a fear of disease associated with dogs. In nations like India and Thailand where there are wild dog populations romaning the streets there is a high risk of rabies from dog bites.
This ban seems less about the dogs themselves than trying to curb "western influenced" behavior. It was not all that long ago that western hairstyles were banned.

I honestly do think it's the rabies threat that is the problem. It's purely religion.
I'm a Church Secretary & a staunch Catholic, but I recognise that extremism causes so many problems through interpretation. Whether deliberate or not is not important - it's there.
Until people start to use the brains they were given at birth, misinterpretation will happen & wars are the result.
