I still don't like pets being sold in pet shops (or any shops)!
It doesn't mention home checks, or where the dogs are housed.

I grew up in the USA and knowing the situation for animals there it is a huge step that California has done this for animals. People quite literally behave as though animals are disposable toys.
This is a country where people still give puppies away for free in parking lots or just drown them because it's more convenient than castration- which costs peanuts compared to what it costs in Europe.
I wish there was a national ban on puppy mills and sales of cats and dogs in pet stores, mandatory microchipping of dogs and cats and mandatory castration if someone is not a licensed breeder.

In the UK there's compulsory microchipping, and recently the law has been tightened regarding the breeding & sale of puppies.
